On February 24, 2002, Autodesk launched AutoCAD Civil 3D, a professional-grade 3D modelling program designed for use by architects, urban planners, engineers, surveyors, and other professionals in the design and construction of civil infrastructure. Civil 3D is available for Windows XP, Windows 7, Windows 8, Mac OS X 10.9 (Mavericks), and iPad, and can also be used for publishing.
History
Autodesk’s AutoCAD was first released on December 12, 1982, on a 16-bit MS-DOS platform, for which it was developed using the MS-DOS Extended BASIC. It was released on Commodore 64 and Apple II platforms in 1983. The software was designed by Norman Jeffries at SCC, a small industrial design and engineering consultancy in San Francisco. Jeffries had been experimenting with computer-aided design since 1975, and started Autodesk in 1982 to develop a more business-oriented CAD system. Jeffries and his two co-founders, Jon Bentley and Tom Sokol, along with Steve Tomasulo and Dave Plumbley, all came from SCC.
In the early 1980s, AutoCAD was designed as a desktop application, and was intended for use by industrial and architectural firms. The first release of the software included only a plotting editor. This feature did not include any capability for drafters to enter object definitions, and was largely aimed at engineering firms that needed a drawing package with plotting features. The original goal of the project was to make a “professional product” that could compete with larger computer-aided design packages such as Alias’ CAD Manager. As the project progressed, Autodesk wanted to develop an easy-to-use graphic package that included a set of macros, which would allow drafters to easily enter objects and dimensions. At the same time, it was important to design AutoCAD as a tool for the end-user to be able to create and modify the graphic styles of a drawing with relatively little training.
The release of the first version of AutoCAD on 12 December 1982 included the original feature set. This included the first plotting editor, a facility for creating objects with dimensioning rules and user-defined parameters (sometimes called “properties”), and the ability to create new drawing or block layers based on a selected range of attributes. Historically, AutoCAD has been sold with limited feature sets, and the package has included few of the services that are required to make a complete solution, such as desktop support, customer service and software licensing. In recent years, Autodesk has made a move to include more services with AutoCAD, which has required a new support model for AutoCAD users. This has involved purchasing extra services from Autodesk’s enterprise support organization. AutoCAD has also made more tools available online through Autodesk Exchange.
Traditionally, AutoCAD had a limited feature set. This was necessary due to the infancy of the technology; as a result, its use has been restricted to drafting.
, AutoCAD lacks a cost-effective volume model, where the value proposition is not one of the building product being purchased but rather the support that goes with it. As a result, its value proposition was not as strong as that of rival applications such as MicroStation, Civil 3D and Revit. Autodesk argues that volume models are key to the success of CAD applications. This enables a larger number of users to justify the purchase of AutoCAD on the basis that they need to support a volume of drawings rather than a number of individual drafting projects.
Although AutoCAD has undergone a number of upgrades over the years, it has not received as many important new features as its competitors. In late 2008, the introduction of Revit 2009 provided real competition for AutoCAD. However, Autodesk had released the first complete product refresh of AutoCAD since its inception: AutoCAD 2010.

I could not see the new Win 10 control panel with the added web designer controls, so I did what I could to see what it was about.
First, this is about packages.
You could find the problem if you go to C:\Program Files\Microsoft Visual Studio 14.0\VC\Redist\Microsoft.VC140.CRT\amd64.msi
This file has some vulnerabilities so you should not use it.
Now, your problem.
You are using a Microsoft.VC140.CRT package which is the version 14.0 of Microsoft Visual C++ 2010 Redistributable Package.
I guess this package is old.
