“The primary purpose of a QHP is to provide care to the general public, not a few individuals. As such, a QHP should work in collaboration with primary care providers, who are trained to deliver comprehensive care to the general public,” Abrahamsen and colleagues write. “To be a QHP, a professional must receive ongoing instruction in epidemiology, immunization, and health education; encounter and evaluate patients in various settings; and manage a variety of medical conditions. These skills should be developed over the course of a physician’s career.”
“However, the HHS proposal would define a QHP as one who has completed a postgraduate residency, although the proposal does not specify which type of residency training would be required. According to our analysis, a physician who receives his or her primary clinical training through a residency that is focused on training primary care residents (i.e., family medicine, internal medicine, or pediatric residency) may not have the skills to provide care to the general public.”
