An AutoCAD Algorithm is based on the AutoCAD System Class Library (SCL). The SCL is a series of classes which are used to control and program AutoCAD objects such as drawing objects, tools, and settings. There are three classes used to create and modify algorithms.
The Algorithm Class is a base class, which provides a standard interface for creating and working with algorithms. Every method is part of the interface, except for Create() and Destroy().
The AlgorithmEditor Class is used to create an algorithm, it also has a few basic methods that are used to manipulate algorithms. Some of the methods include Delete() and GetAlgorithm().
The Algorithm Object Class is used to create an algorithm, and is used as a base class for other object types. It contains methods which return an algorithm or manipulate it.

If you want to create one big drawing with many technical notes, you can create a header block to hold the notes, and then create a series of technical note blocks inside the header. You can then link the header to the technical notes.
